Abuse Mitigation

To prevent large holders (or 'whales') from disproportionately influencing or capturing the majority of epoch emissions:

If a specific publisher gets >50% of the emissions directed to them in Epoch 0, then as a gaurdrail, there will be a 50% reduction in each subsequent epoch in the amount of claims they can make. This mechanism prevents a few entities from continually accumulating a majority of the emissions, thereby actively encouraging new publishers and voters to be onboarded in the ecosystem while diversifying participation on the network.
