Abuse Mitigtation

To prevent large holders (or 'whales') from disproportionately influencing or capturing the majority of weekly emission revenue:

1. Individual Publishers are eligible to claim a maximum of 10% of the total weekly emissions. We might choose to relax this requirement in the future based on governance conensus but we are rolling out conservatively. This is complemented by the fact that the goal of the publisher<>voter interaction is to generate high value training data which is only possible when many publishers publish and as many voters vote each week. 2. To mitigate the risk of continuous centralization and ensure equitable distribution of resources, emissions claimed by an individual publishers will be subject to a 50% reduction in each subsequent epoch where a claim is made. This mechanism prevents a few entities from continually accumulating a majority of the emissions, thereby actively encouraging new publsihers and creators to be onboarded and and diversify participation on the network.
